Adhere to the government market coordination, pay attention to reform and innovation; adhere to the comprehensive promotion according to law, the implementation of the most stringent environmental protection system; adhere to the implementation of the responsibilities of all parties, strict assessment and accountability; adhere to the participation of the whole people, promote water-saving and clean water everyone is responsible, the formation of a "government-led, enterprise governance, market-driven, public participation" in the prevention and control of water pollution new We will strive to build a beautiful China with a blue sky, green hills and green waters.

Target: By 2020, the quality of water environment in China will be improved by stages, the severely polluted water bodies will be reduced by a large margin, the level of drinking water security will continue to rise, groundwater overexploitation will be strictly controlled, the trend of groundwater pollution will be preliminarily curbed, the environmental quality of coastal waters will be stable and better, Beijing-Tianjin-Hebei and Yangtze River Delta The water environment in the Pearl River Delta region has improved. By 2030, we will strive to improve the water environment quality of the whole country and restore the function of water ecosystem. By the middle of this century, the ecological environment quality has been improved in an all-round way and the ecosystem has achieved a virtuous circle.

MAIN OUTCOME MEASURES: By 2020, the proportion of excellent (or better than class III) water quality in seven major river basins, such as the Yangtze River, Yellow River, Pearl River, Songhua River, Huaihe River, Haihe River and Liaohe River, will be over 70%, and the black and odorous water bodies in urban built-up areas at and above the prefecture level will be under 10%, and the quality of drinking water sources in cities at and above the prefecture level will be under 10%. The proportion of groundwater quality reached or surpassed Class III was more than 93%. The proportion of groundwater quality extremely poor in China was controlled at about 15%. The proportion of good water quality (Class I and Class II) in coastal waters reached about 70%. The proportion of cross-section of water body with no use function (less than V class) in Beijing-Tianjin-Hebei region decreased by about 15 percentage points. The Yangtze River Delta and Pearl River Delta regions strive to eliminate the water body with no use function.

By 2030, the proportion of excellent water quality in the seven major river basins in China will reach more than 75%, the black and odorous water bodies in urban built-up areas will be eliminated, and the proportion of water quality in urban centralized drinking water sources will reach or exceed class III is about 95%.

Comprehensive control of pollutant discharge

(1) pay close attention to the prevention and control of industrial pollution. Ban "ten small" enterprises. Fully investigate small industrial enterprises with low equipment level and poor environmental protection facilities. By the end of 2016, according to the laws and regulations on water pollution prevention and control, all small-scale papermaking, leather making, printing and dyeing, dyestuffs, coking, sulfur refining, arsenic refining, oil refining, electroplating, pesticides and other production projects that seriously pollute the water environment will be banned. Special rectification of the ten key industries. To formulate special management plans for papermaking, coking, nitrogen fertilizer, non-ferrous metals, printing and dyeing, agricultural and sideline food processing, raw material medicine manufacturing, tanning, pesticides, electroplating and other industries, and implement cleaner transformation. New construction, reconstruction and expansion of the above industry construction projects will be carried out in the same volume or reduction of major pollutants. By the end of 2017, the paper industry will strive to complete the transformation of chlorine-free pulp bleaching or other low-pollution pulping technologies, the coke oven of iron and steel enterprises will complete the transformation of dry quenching technology, the urea production of nitrogenous fertilizer industry will complete the technical transformation of hydrolysis and analysis of process condensate, the printing and dyeing industry will carry out the transformation of low-drainage dyeing and finishing technology, and the pharmaceutical industry (antibiotics, pharmaceuticals Vitamin) industry implementation of green enzyme production technology transformation, leather industry implementation of chromium reduction and closed recycling technology transformation. Centralized control of water pollution in industrial gathering areas. We will strengthen pollution control in industrial agglomeration areas such as economic and Technological Development zones, high-tech industrial development zones and export processing zones. The industrial wastewater in the agglomeration area must be pretreated to meet the requirements of centralized treatment before it can enter the centralized treatment facilities. The newly-built and upgraded industrial agglomeration areas should be synchronously planned and constructed pollution control facilities such as sewage and garbage centralized treatment. Before the end of 2017, the industrial agglomeration areas shall, in accordance with the regulations, build centralized sewage treatment facilities and install automatic on-line monitoring devices, which shall be completed one year ahead of schedule in the areas of Beijing, Tianjin, Hebei, Yangtze River Delta and Pearl River Delta; if the projects are not completed within the time limit, the examination and approval of the construction projects for increasing the discharge of water pollutants shall be suspended, and the construction projects for increasing the discharge of water pollutants shall be cancelled Qualification of the park. (two) strengthening urban life pollution control. Speed up the construction and transformation of urban sewage treatment facilities. Urban sewage treatment facilities in sensitive areas (key lakes, key reservoirs, watershed catchment areas) should fully meet the first-class A discharge standard by the end of 2017. In cities where the water quality of built-up areas can not meet the Class IV standard of surface water, the newly-built urban sewage treatment facilities shall comply with the Class A discharge standard. According to the national new urbanization planning requirements, by 2020, all counties and key towns in China will have the capacity of sewage collection and treatment, and the sewage treatment rates of counties and cities will reach 85% and 95% respectively. Beijing, Tianjin, Hebei, Yangtze River Delta, Pearl River Delta and other regions completed one year ahead of schedule. Comprehensively strengthen the construction of supporting pipe network. We should strengthen the interception and collection of sewage in urban villages, old urban areas and urban and rural areas. The existing combined drainage system should speed up the implementation of rain and sewage diversion transformation, difficult to reform, should adopt interception, storage and control measures. The matching pipe network of new sewage treatment facilities should be designed synchronously, synchronously and synchronously. Except for arid areas, the construction of new urban districts is divided into rainwater and sewage, and the rainwater collection, treatment and resource utilization should be promoted in those areas where conditions permit. By 2017, municipalities directly under the central government, provincial capitals and cities with separate plans will basically realize the complete collection and treatment of sewage in the built-up areas, while other prefecture-level urban built-up areas will be basically realized by the end of 2020. Promoting sludge treatment and disposal. Sludge from sewage treatment facilities should be treated and disposed of stably, harmlessly and resourcefully. Sludge that does not meet the standards for treatment and disposal should be prohibited from entering cultivated land. Illegal sludge disposal sites will be banned. The existing sludge treatment and disposal facilities should be basically completed by the end of 2017, and the innocuous disposal rate of municipal sludge at prefecture level and above should reach more than 90% by the end of 2020. (three) promoting the prevention and control of agricultural and rural pollution. Prevention and control of livestock and poultry pollution. By the end of 2017, livestock and poultry farms (residential areas) and specialized farm households in the forbidden areas will be closed or relocated according to law, and the areas of Beijing, Tianjin, Hebei, Yangtze River Delta and Pearl River Delta will be completed one year ahead of schedule. The existing large-scale livestock and poultry farms (small areas) should, according to the needs of pollution prevention and control, set up facilities for the storage, treatment and utilization of excrement and sewage. The livestock and poultry excrement sewage should be collected separately, concentrated and utilized. Since 2016, large-scale livestock and poultry farms (districts) have to be built, rebuilt and expanded to implement rain and sewage diversion and reuse of waste water. Control agricultural non-point source pollution. We formulated and implemented a comprehensive prevention and control plan for agricultural non-point source pollution in China. Experiments on the use of low-toxic and low-residue pesticides should be popularized to carry out green control and unified control of crop diseases and insect pests. Carry out soil testing and formula fertilization, popularize precision fertilization technology and machinery. Improve the high standard farmland construction, land development and consolidation standards, clear environmental protection requirements, new high standard farmland to meet the relevant environmental protection requirements. In sensitive areas and large and medium-sized irrigation areas, existing ditches, ponds and cellars should be used to dispose aquatic plant communities, grilles and permeable dams, to construct ecological ditches, sewage purification ponds, surface runoff collection and storage ponds, and to purify farmland drainage and surface runoff. By 2020, the popularization coverage rate of soil testing and formula fertilization technology will reach more than 90%, the utilization rate of chemical fertilizer will be raised to more than 40%, and the coverage rate of crop diseases and insect pests control will reach more than 40%; Beijing-Tianjin-Hebei, Yangtze River Delta, Pearl River Delta and other regions will be completed one year ahead of schedule. Adjust the structure and layout of planting industry. Land withdrawal and water reduction should be conducted in water shortage areas. In areas where groundwater is easy to be contaminated, priority should be given to planting crops requiring low fertilizer and high environmental benefits. Surface water over-exploitation and groundwater over-exploitation are serious problems in Gansu, Xinjiang (including Xinjiang Production and Construction Corps), Hebei, Shandong, Henan and other five provinces (regions), which have a large proportion of agricultural water use, should reduce the planting area of crops with large water consumption and change into drought-tolerant crops and economic forests; by the end of 2018, 33 million crops and economic forests will be planted. The total area of Mu irrigation has been comprehensively treated, and the water volume has been reduced by more than 3 billion 700 million cubic meters. Accelerate the comprehensive improvement of rural environment. With county-level administrative areas as the unit, rural sewage treatment should be planned, constructed and managed in a unified way. Conditional areas should actively promote the extension of urban sewage treatment facilities and services to rural areas. Deepening the policy of "promoting governance with awards", implementing rural clean projects, carrying out river dredging and promoting the continuous improvement of rural environment. By 2020, 130 thousand new villages with comprehensive environmental improvement have been added. (four) strengthen pollution control of ships and ports. Actively manage ship pollution. The ship will be scrapped according to law. Classification, classification and revision of relevant environmental standards for ships and their facilities and equipment. Coastal ships put into use in 2018 and inland river ships put into use in 2021 shall implement the new standards; other ships shall be eliminated within a time limit if they have completed the transformation before the end of 2020 and are still unable to meet the requirements after the transformation. Ballast water exchange or ballast water inactivation treatment system should be installed for ships sailing on international routes in China's waters. Regulate ship breaking and prohibit dismantling and dismantling. We will speed up the construction of garbage reception, transshipment and treatment and disposal facilities, and improve the reception and disposal capacity of oily sewage, chemical cabin washing water and the emergency response capacity for pollution incidents. Ports, docks, loading and unloading stations and shipyards on coastal and inland rivers will meet construction requirements by the end of 2017 and 2020, respectively. Operators of ports, wharfs and loading and unloading stations shall formulate emergency plans for the prevention and control of pollution of the water environment by ships and their related activities. China is in the rapid development stage of new industrialization, informationization, urbanization and agricultural modernization. The task of water pollution prevention and control is arduous.
