Implementation of bagging management of municipal solid waste

In accordance with the regulations (Draft), Zhangzhou will implement the management of municipal solid waste bagging. Residents should put bags of domestic waste into closed storage. Peel boxes and trash cans of main and secondary roads and important public places in cities shall be provided with special garbage bags, which shall be set up by the environmental hygiene administrative departments of their respective jurisdictions.

Refuse collection and transportation shall not be entrusted to individual contractors.

The seventh article of the regulation (Draft) has made clear the unit responsible for environmental sanitation. For example, the county (city, district) environmental hygiene administration department is responsible for the main and secondary roads, public squares, pedestrian overpasses, pedestrian underground passages and pedestrian tunnels in the urban area.

Where the responsibility is unclear or disputed as stipulated in the preceding paragraph, according to the principle of "who is responsible for the use and who is responsible", the county (city or district) Environmental Hygiene Administration department, together with the sub-district offices and the town people's government, shall jointly determine and inform the responsible units in writing; where cross-district disputes are involved, the Zhangzhou environmental hygiene administration department shall determine the merger. In addition, for the collection and transportation of municipal solid waste in the environmental hygiene responsibility area, the environmental hygiene responsibility unit shall entrust the environmental hygiene administration department or the cleaning and cleaning enterprise which meets the requirements of environmental hygiene credit grade, and shall not entrust the individual to contract. The maximum penalty for dumping at random is 50 thousand yuan.

For violations, the provisions (draft) clearly stipulate that the administrative law enforcement department of urban management shall order the suspension of the illegal act, make corrections within a time limit, impose a fine of not less than 5,000 yuan but not more than 50,000 yuan on the unit, and impose a fine of not less than 50 yuan and not more than 200 yuan on the individual.

Violations include: (1) spitting, drowning and littering peel pits, paper scraps, cigarette butts, tea leaves, beverage cans, packaging materials, leaflets, chewing gum, food residues, operating booth garbage, etc. (2) dumping, landfilling or burning garbage at will; (3) introverting from indoors, cars and ships Sprinkle garbage and other wastes outside; (4) cause dripping, sprinkling and leaking on the road surface in the course of transportation by various transport vehicles; (5) destroy environmental sanitation facilities and equipment such as fruit-skin boxes, garbage cans and garbage trucks at will; (6) occupy or block the workplaces or passages used for collection, transportation, transit and disposal of garbage; (7) Other behaviors that affect environmental hygiene.

At the same time, the unit responsible for environmental hygiene shall be ordered by the administrative law enforcement department of urban management to correct its failure to declare to the Environmental Hygiene Administration Department of its jurisdiction matters such as municipal solid waste disposal, and fail to meet the quality standards of urban environmental hygiene, and shall be fined in accordance with the provisions (draft).
